Job Summary

AECOM is seeking experienced, creative, and highly talented Construction Managers in Jacksonville, NC. The responsibilities of this position include, but are not limited to:

  • Provides guidance to employees within the latitude of established policies.

  • Establishes procedures that affect immediate organization.

  • Works on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including understanding of current business trends.

  • Acts as advisor to subordinates to meet schedules and/or resolve technical problems.

  • May have budget responsibilities.

  • Erroneous decision or failure to achieve results adds to costs and may impact short-term goals of organization.

  • Oversees the administration of projects during the construction cycle including technical, financial, and client satisfaction.

  • Accountable for the development, coordination, and execution of the planning, design and/or construction management activities and personnel under individual's direction on a day-to-day

Minimum Requirements

  • Bachelors degree + 8 years of relevant experience OR associate degree + 10 years of relevant experience OR High school diploma or GED equivalent + 12 years of relevant experience

  • Must possess a valid driver's license and clean driving record

  • Must pass a State and Federal criminal history/security pre-employment background check

  • Must pass pre-employment drug screen

  • Physically able, with or without an accommodation, to work in outdoor environments with uneven terrain, and variable indoor/outdoor conditions including heat, cold, dust, noise, radiation, and vibration; position requires frequent standing/walking, and performing work in an environment of heavy, moving, dangerous equipment; often operating vehicles, and performing keyboard/mouse operations; occasionally performing work with arms above shoulder level, repetitive bending & stooping, climbing stairs, and lifting of less than 25 pounds; rarely power gripping/squeezing (hand tools, levers, etc.), working at heights, using portable ladders, wearing fall protection, working in confined spaces, repetitive or fine hand movements, working alone in isolated/remote areas, and lifting of 25-50 pounds. Position will include wearing all associated personal protective equipment, including, but not limited to hard hat, safety glasses/goggles, safety shoes/boots, gloves, hearing protection, and fall protection.

  • Important Note: Due to the hazard posed by heavy, moving, and/or dangerous equipment, this position requires, at a minimum, the completion of a 10-hour Occupational Safety and Health Training Course in Construction Safety and Health, aka the OSHA 10-Hour Outreach Training in Construction. If this position includes, currently or in the future, any supervisory responsibility, the completion of a 30-hour Occupational Safety and Health Training Course in Construction Safety and Health, aka the OSHA 30-Hour Outreach Training in Construction, is required for this position.

Preferred Qualifications

It is expected that the minimum education and professional experience requirements have been met, as listed below.

The candidate MUST DEMONSTRATE the following:

  • A degree in engineering from a four-year accredited Accreditation Board for Engineering and Technology (ABET) university or an architecture degree from a National Architectural Accrediting Board (NAAB) accredited university OR a degree in construction management or engineering technology from a four-year accredited Accreditation Board for Engineering and Technology (ABET) university.

  • (7) years of experience as a Construction Manager, Project Manager, Field Engineer or Quality Control Manager (QCM) on commercial/industrial type facilities, utility or waterfront-related contracts valued in excess of $5 million.

  • Sound understanding of the overall supervision of construction operations.

  • Sound understanding of engineering concepts, principles, and practices applicable to construction.

  • Possess OSHA 10 Training preferably

  • Registration as a Professional Engineer (PE) / Registered Architect (RA) is highly desirable, but not required

Incumbent will be capable of tactfully and professionally communicating (orally and in writing) NAVFAC requirements and positions, and be capable of engaging at multiple levels of authority to obtain decisive action from all affected parties, including the Construction Contractor (Contractor), Supported Commands, and other Agencies. The incumbent must understand that his/her recommendations will be strongly considered in forming the basis for final action by field office leadership.

Contracting Officer Support

Identifying the need (and subsequent reason code) for a modification to scope, cost and/or schedule based on collaboration with the construction contractor, Supported Command, designer and/or other entities.

Safety Management

In conjunction with the Engineering Technician (ET), review Activity Hazard Analyses (AHAs) and ensure these are discussed by the construction contractor and their respective subcontractors prior to beginning each work activity or when a new work crew is to perform the work in accordance with the three phases of QC.
