Job Summary

Harbour Resource Partnership (HRP) is a joint venture between AECOM and Graham Construction, and HRP is the Design Builder for the new McLoughlin Point wastewater treatment plant (WWTP) located on the beautiful shores of Victoria, BC. HRP is looking for a resident electrical engineer to support the design build project team throughout the construction and commissioning phases of the project. The ideal candidate has both design and construction experience for similar type projects and can work collaboratively all stakeholders on this dynamic project. A great opportunity for a keen junior engineer to gain experience on a flagship project, or good opportunity for a seasoned professional to support this unique project in a great local.

The responsibilities of this position include, but are not limited to:

  • Act as delegate on site to the Design Engineer for the EIC (Electrical, Instrumentation and Control) construction

  • Provide initial design perspective review of administrative and engineering Vendor and sub-contractor submittals for completeness and compliance with the contract documents. Coordinate design engineer review of work plans, inspection and test plans, technical submittals, shop drawings and contract drawing as necessary

  • Provide quality assurance and construction inspection requirements to check that requirements of the design and the contract are met in a safe and quality manner. Provide feedback and documentation of the inspections to the Engineer of Record’s (EOR) satisfaction

  • Monitor and verify construction progress, resource utilization and material usage

  • Respond to contractor requests for information and provide field instructions under the direction of the EORs

  • Support the Design Change Management process for field engineering activities

  • Liaise between contractors, the engineering team and the Owner’s engineer to help resolve any design and construction issues related to electrical or instrumentation works

  • Support the electrical and instrumentation/control construction team in coordinating, monitoring, recording and reporting progress of the EIC systems

  • Work with the resident engineering and quality assurance team on planning, coordinating, executing and documenting field inspection activities and commissioning activities

Minimum Requirements

  • Bachelor's degree in Electrical Engineering with a minimum of 4 years of direct experience, including direct experience in construction management

  • Membership as a Professional Engineer in BC

Preferred Qualifications

  • Municipal infrastructure specifically wastewater treatment design and construction experience is an asset

  • Experience with networking, Profibus, PLCs and SCADA
