Job Summary

AECOM is seeking an experienced Technical Services Manager to support our team of highly skilled multi-craft technicians at a major pharmaceutical facility in the Greater St. Louis area.

  • Hiring bonus may be available to qualified candidates outside of the commuting area.

This position is responsible for Building Systems and Maintenance Operations for the St. Louis facility , including ensuring the safety and well-being of its employees, safeguarding company funds and property, and generally representing the company with respect to the client.

The Technical Services Manager directs a workforce of technicians and professionals engaged in a variety of activities in the management of a pharma facility. This position ensures that established company goals are realized while maintaining client relations that will enhance future business , and has total responsibility for managing all aspects of the contract. The position will act as a back-up to the Facility Maintenance Manager and a SME for related client sites as needed.

Essential Functions:

  • Specific Responsibilities - Building Systems and Maintenance Operations

  • Provides support to building operations and maintenance teams with development of strategies that help create processes and programs able to sustain low operating costs. Performs evaluations, and also trains teams to identify and eliminate waste, reduce operating and maintenance costs, and reduce system failures.

  • Maintains 24x7 operations of all critical building support systems (HVAC, Mechanical, Plumbing, Electrical, Lab support, etc.).

  • Develops, plans, and implements program for preventative maintenance activities

  • Manages multiple subcontractors supporting the operations and maintenance functions

  • Develops budgets and manages expenditures as directed

  • Manages various aspects of the contract with the client

  • Shows strong technical background and understanding of:

  • Proactively identifies potential project problems or opportunities and analyzes the issues, using all appropriate resources, to develop the optimum approach to mitigating problems and/or exploiting opportunities.

  • Technical Working knowledge of client’s equipment, systems and processes.

  • Ability to quickly diagnosis equipment issues and repair or cause to repair same.

  • Critical nature of the client’s work environment including the particulars of a research facility.

  • Technical writing with an understanding of the value of procedures.

  • Technical knowledge of industrial electrical and mechanical systems with the ability to prioritize, assign, track and trend equipment history.

  • Contracts, contractors, suppliers and other service providers.

  • Managing through the use of Computerized Maintenance Management Systems (CMMS)

  • Writes and modifies maintenance work orders to improve equipment performance

  • Provides maintenance planning and scheduling

  • Knowledge of reliability maintenance

  • Good customer relations and a client partnering mentality:

  • Maintains a daily communication with the Program Manager and client ensuring “no surprises”.

  • A sense of urgency about customer response and addressing issues.

  • Experience with developing, managing to, and presenting key performance indicators.

  • Team building skills.

  • Relationship with client must be maintained at the highest level at all times.

  • Works with key senior client management in ensuring exemplary daily operations support.

  • Good objective and logical thought process (critical thinking/problem solving skills).

  • Can facilitate meetings with a variety of attendees.

  • Strong ability to delegate to workforce and obtain accountability and results from employees.

  • Solid background in human resource issues including hiring and counseling.

  • Ensures resolution with conflicts in the workplace.

  • Project continuous improvement, set goals and objectives and meet the schedule, KPI’s, and budget.

  • Organizational skills to keep track of and mitigate potential compliance issues.

  • Supports Business Development and Business Unit management in contract negotiations with customers

  • Ensures establishment of comprehensive safety procedures in respective areas.

  • Ensures that the Plans are aggressively monitored and requirements are enforced.

  • Establishes and monitors comprehensive lock out /tag out procedures, hot work procedures, and other applicable safety policies.

  • Maintains appropriate Job Hazard Analysis for all work and develops JHA’s as appropriate for new or altered work.

  • Hires, terminates, trains and ensures all work activities are completed in a manner that exceeds the client’s expectations.

  • Effectively administers Performance Management system for reports on an on-going basis, including goal setting and feedback. Develops and ensures current Individual Development Plans are in place for all employees.

  • Promotes employee development.

  • Takes timely disciplinary action as required.

  • Uses technology tools to improve technician knowledge and certification.

  • Creates/maintains a succession plan.

  • Provides mentoring to team members as needed.

  • Maintains a program of self-development.

  • Communication Skills:

  • Demonstrates consistent, effective, and efficient written and oral communication skills (client, employees, suppliers, subcontractors, management, etc.).

  • Communications are frequent, complete, and frank. Problems are dealt with promptly and effectively.

  • Maintains consistent communication with management on key issues, potential client issues and approach to resolutions.

Minimum Requirements

  1. Bachelor’s degree in Mechanical, Electrical, or Chemical Engineering or Facility Management or other relevant discipline, or demonstrated equivalent combination of education, training and experience.

  2. In addition to education requirements, this position requires 5 years of progressively responsible facility operations / maintenance supervisory experience in a technical field.

  3. Working knowledge of purchasing and/or utilizing and managing subcontracts or vendors.

  4. Staff management experience, including disciplinary action, hiring, terminating, and performance appraisals.

Preferred Qualifications

  1. Certification or formal training from Facility Maintenance Organizations such as IFMA, AFE or BOMA

  2. Experience working in a cGMP or similar regulated environment

  3. Experience utilizing a CMMS (computerized maintenance management system) and Microsoft Office programs such as Excel, Outlook, Word, Power Point, and Visio.

  4. Consistent demonstration of the ability to proactively identify potential problems or opportunities, analyze issues using all appropriate resources, develop alternatives, and arrive at the optimum approach to mitigate problems or leverage opportunities.

  5. Predictive maintenance experience , including areas such as IR scanning, ultrasonic, vibration and oil analysis, testing, life cycle studies, incident reports, root cause analysis and/or additional data gathering programs.

  6. Vibration Analysis Training and Certification.

  7. Experience managing a budget.

  8. Experience in contract negotiation.

  9. Experience in new business start-ups.
