Position Title Project Manager, Disaster Recovery - Master Black Belt
Puerto Rico - San Juan
Work is to provide the Federal Emergency Management Agency (FEMA) with developing process improvements for delivery of public and individual assistance services in Puerto Rico. This task will require support at the Joint Field Office for DR-4339-PR, which is currently located in Guaynabo, PR, and at other locations, e.g., the four Branch Offices, all of which are located in Puerto Rico. Tasks may require intervals of continuous, extended hours, and an onsite presence.
LSS development of a disaster operations process assuring our systemic issues are aligned with Agency and Departmental strategic goals
Develop, track, and report LSS program and project measures
The flexibility to develop Guidance, SOPs, and Job Aids as a result of the streamlined process
The flexibility to provide LSS classroom training, (Yellow Belt and other personnel / practitioner levels as necessary)
These positions will require highly motivated and self-directed individuals that are comfortable interacting with FEMA senior leadership. The assignment duration is anticipated to be 18 months with short rotations home every 2-3 months. Travel expenses are reimbursable.
10+ years’ experience leading LSS projects in a large organization in both the public and private sectors
Master Black Belt certification
Experience applying agile and rapid prototyping best practices
Experience delivering Six Sigma Yellow Belt and Green Belt training to non-technical federal audiences
Experience with business processes in austere environments and across multiple locations
Able to relocate to Puerto Rico for a period of 18 months, starting in May 2018
Must be able to be badged (US citizen, pass high level criminal and financial background checks)
Previously badged for FEMA
Locally based near San Juan, PR
Bilingual in English and Spanish
Master’s degree in Industrial Engineering, Operations Research, or a related discipline
15+ years of professional experience
Project manager certified as a Project Management Professional
Expertise in the following areas:
Communications and IT infrastructure
Water or Waste Water
Health and Social Services
Natural and Cultural Resources
