Job Summary

AECOM is actively seeking a creative, highly talented Cost Analyst for immediate employment on the Central Subway Program in San Francisco, California. The $1.6 billion program, which is one of the largest construction projects in the San Francisco Bay Area, will complete phase 2 extension of the T - Line, from 4th and King to Chinatown.

The responsibilities of this position include, but are not limited to, those listed below:

  • Provide cost management services to the program team including planning, cost control, earned value analysis, forecasting, report production and change management in a timely fashion and in accordance with all agency standards and contractual requirements

  • Prepares reports that outline the program/project’s financial position in the areas of funding and costs

  • Maintains cooperative relationships with Project Managers, department heads, as well as with outside consultants and contractors, as appropriate

  • Prepares and analyzes program/project related reports

  • Follows up on associated departments requests for payment, and invoices using internal cost data and contacts vendors when appropriate. Follow-up on third party reimbursements for work performed in support of the Program

  • Supports the program/project functions from design, construction and close-out

  • Communicates with agency and other consultants, including grants, budget, design, construction, quality, safety and operations

  • Under general direction, produce detail cash flow (cost) schedules

  • Works with management to organize documentation in support of work directives, schedule changes, design changes, and construction changes. Prepares work directives purchase requests for design and construction based on program schedules

  • Ensures timely creation and maintenance of cost reports

  • Coordinates with Schedulers the resource loading of schedule for staffing forecasting and reporting of earned value

  • Reports on program/project performance using earned value analysis.

  • Tracks project budgets, committed costs, actual costs and forecasts remaining program/project costs

  • Updates and maintains project cash flow

  • Participates in the submission of monthly reports for internal and external clients

  • Participates in the change management program

  • Takes identified out of scope work items and creates change order requests including estimated cost and schedule impacts

  • Follows program/agency guidelines, procedures and precedents in support of various project controls functions

  • Effectively collects, organizes and conducts analysis

  • Investigates variances in data

  • Observes policies and programs consistent with program/agency philosophy and objectives

  • Operates under moderate supervision

  • Performs moderately difficult assignments requiring independent elevations, selection, modification and adaption of standard techniques, procedures and criteria

  • Work is reviewed for soundness of technical judgment and overall accuracy

  • Supervision is required to resolve variances in data

Minimum Requirements

  • Bachelor’s degree in accounting, finance, engineering, construction management or construction engineering, or demonstrated equivalent

  • 3+ years of relevant experience

  • Detail oriented

  • Good Interpersonal Skills

  • Excellent administrative skills, good written and verbal communication

  • Experience coming into projects already underway and take control, follow established policies and procedures, and have excellent track record to complete project and closeout successfully

Preferred Qualifications

  • Working knowledge of Prism Ares G2, Microsoft Excel, Microsoft Word, Microsoft Access, Microsoft PowerPoint and Microsoft Project

  • Familiarity with PeopleSoft financial reporting/accounting environment Experience with federally funded projects

  • Experience with transit projects

  • Advanced knowledge of macros and other modeling techniques

  • Knowledge and ability to practically apply accounting theory to business issues
