Position Title Air Quality Project Specialist

AECOM is actively seeking a creative, highly talented Air Quality Project Specialist with experience executing and managing Air Quality permitting and compliance projects for private and public-sector clients for immediate employment in Southern California, preferably in the Los Angeles, Orange, or San Diego County areas.
The responsibilities of this position include, but are not limited to:
Executing and managing projects involving air quality-related environmental compliance services including performing analyses, regulatory research, auditing, creating spreadsheets, and compiling and writing reports and other technical documents
Effectively communicating with project team members, other project managers, and other AECOM offices
Training to achieve AECOM Project Manager Certification in timely manner
Conduct internal technical reviews and detail checks to maintain quality assurance and quality control
Supporting client air quality needs, including but not limited to: mobile source and stationary source modeling, air permitting, emissions inventories, GHG assessment, compliance audits, preparation of proposals, permit application and compliance reports
Utilizes advanced scientific principles, theories, practices and existing technologies develop technical solutions to complex problems
Interprets and records data, conducts analyses, compares findings to relevant studies and local, State and Federal regulations to ensure compliance
Exercises considerable latitude in determining technical objectives of assignment.
Work is performed with minimal direction. May oversee the work of less experienced scientists.
Promote and demonstrate a positive, team-oriented attitude
Bachelor's degree in Engineering (Chemical, Mechanical, Environmental/Civil) from four-year College or University
4+ years of Air Quality consulting experience
Extensive experience in Title V/PSD permitting and regulatory applicability analyses
Ability to become certified under AECOM’s Project Management Certification Program
Proficient in the use of computers to perform engineering calculations, spreadsheets, and report writing
Experience working with agency members at California Air Districts, such as BAAQMD, SJVAPCD, MDAQMD, SDAPCD, SCAQMD and/or CARB.
Excellent verbal, written, and interpersonal communication skills to interact regularly with clients and regulators
Successfully manage projects while meeting cost, schedule, safety, and quality objectives
Understanding of local, state, and federal air quality rules and regulations including district regulatory programs, MACT/BACT/LAER requirements, New Source Review (NSR), the federal Clean Air Act, and greenhouse gas regulations
Experience in project management of multiple projects at once
Experience with resolution of compliance issues and strategic agency negotiations
Due to the nature of the work, US Citizenship is required
Certification by an air district as a permitting professional
Professional Engineer registration
Practicing knowledge of current generation air quality models: including AERMOD, HARP, and/or CalEEMod
Expert in quantitative analyses using software (e.g., Excel, Access)
Technical knowledge of chemical usage and application in manufacturing and industrial settings.
Experience in manufacturing, operational principles, and industrial processes
Experience in business development, including proposal writing
OSHA HAZWOPER 40 hr. certification required or ability to obtain prior to employment.
