Job Summary

AECOM is seeking an EDT Deputy Plant Manager for the Bluegrass Chemical Agent Destruction Pilot Plant project located in Richmond, KY.

Typical Responsibilities Include:

  • Perform all work safely and with the utmost concern for the safety of self and other employees.

  • Perform all work in compliance with environmental permits and regulations.

  • May be required to work overtime or varying hours

  • Required to be at work when scheduled and maintain a good attendance record

  • Work in close proximity to and or in a chemical demilitarization facility

  • Assign, supervise and direct work activities of assigned personnel.

  • Responsible for performance evaluations of assigned personnel.

  • Responsible for training and development of assigned personnel.

  • Counsel assigned personnel on company policies, procedures, performance and personnel issues.

  • Coordinate with managers having responsibility for engineering operations, maintenance, waste management, security, laboratory, and logistics

  • Ensure that EDT plant operations are performed in a safe, environmentally sound, secure, cost-effective manner

  • Provide management for operations, operations support, maintenance, work control and related activities

  • Ensure that conduct of operations are reinforced and adhered to in all activities being performed.

  • Ensure the plant is operated in a safe, environmentally sound, cost effective and disciplined manner that projects the health and safety of the workers, the public and the environment

  • Play a key leadership role in managing the project schedule through phases of the project.

  • Develop a practical application of chemical and engineering theories and concepts associated with construction, commissioning, systemization testing, operation and closure of facilities handling hazardous, radioactive or toxic material

  • Maintain a working knowledge of environmental, industrial safety, and related Army regulations related to chemical agent safety, security, surety, and accountability

  • Develop technical solutions and workarounds to address equipment-related problems with minimizing cost and schedule impacts

  • Serve as an alternate Earned Value Management System functional manager reviewing and approving cost account plans, monitoring cost account performance and preparing variance reports

  • Serve as the alternate Cost Account Manager for Plant Management

  • Work collaboratively across multiple functions and organizations

Relocation is provided with position

BGCAPP is subject to Army Regulations (AR50-6 Chemical Surety Program and AR190-59 Unescorted Access Program) which govern persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Eligibility to be placed in a CPRP or UAP position requires US citizenship. Employees must favorably complete a series of screenings to include but not limited to: a National Agency Check with Local Agency Check and Credit Check (NACLC) security investigation, drug/alcohol testing and medical examination.

All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment. Respiratory screening and the ability to wear PPE (Personal Protective Equipment) may be required for this position. The ability to obtain/maintain access to the Blue Grass Army Depot is required.

Minimum Requirements

Basic Qualifications:

  • Bachelor degree in engineering, construction, project or facility management or other related field and 20 years’ experience including 5 years’ supervision in operations, maintenance, construction, project controls or procurement

Or

  • Associate degree in engineering, construction, project or facility management or other related field and 24 years’ experience including 5 years’ supervision in operations, maintenance, construction, project controls or procurement

Or

  • High School diploma or equivalent and 28 years’ experience including 5 years’ supervision in operations, maintenance, construction, project controls or procurement

Minimum Qualifications:

  • Must be a United States or naturalized citizen able to obtain and maintain Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) site access

  • Must be computer literate in common software applications and able to operate general office equipment

  • Must maintain fitness-for-duty standards to perform the essential functions of the position, to include any depot or BGCAPP drill, contingency and/or emergency requirement

  • Considerable experience of the operations process and related activities and requirements

  • Strong demonstrated conduct of operations knowledge and experience in all activities being performed

  • Ability to understand complex chemical, mechanical, electrical, control, and related systems

  • Ability to communicate technical information to the client, senior management, peers and subordinates so that responses are positive, plans are approved, and budgets and resources are allocated to ensure safe and environmentally sound operation

  • Ability to discuss operation challenges and solutions with project management, the client, and oversight/regulatory agencies in a manner that technically complex issues are clearly summarized and solutions are logically presented to gain acceptance

  • Capable of performing as the project manager on a medium risk, medium to high complexity project
