Job Responsibilities/Duties

The Contract Changes & Administration Manager is a Level 3 (L3) position reporting to the Project Contract Manager within Project Integration. The Contract Change & Administration Manager acts independently to formulate and execute the overall administration of the TOC contract change proposal packages. This position will oversee the Contract Changes Team in addition, but not limited to:

  • Comply with WRPS Policies and Procedures.

  • Ensure ISMS Principles are incorporated into organizations activities.

  • Adhere to highest standards of ethical conduct

  • Demonstrated commitment to the WRPS vision and its core values

  • Manage proposal efforts to ensure technical viability and rule/regulation applicability prior to submittal.

  • Support the determination of changes in scope are in or out of the current contract.

  • Interface directly or acts as an agent of WRPS with DOE contracting personnel.

  • Participate in Contract Organization strategic studies and conversations relating to scope changes and fee negotiations.

  • Develop and sustain productive customer relationships

  • Champion contract policy and procedure revision and improvement.

  • Problem solve complex issues with scope and deliverables

  • Ensure FAR compliance on all contact actions

  • Administer activities in accordance with policies and procedures while using discretion and independent judgment

  • Follow through on commitments internal and external on contract actions

  • Support the contract modification process through input and/or management of CCP/REA's

  • Monitors schedule of contract deliverables to ensure timely submission.

Required Qualifications

Bachelors Degree in Engineering, Communication, Business, Project Management or related field and 10 years related experience or equivalent combination of education and experience. Management experience required.

Desired Qualifications

Ability to lead teams in the planning, development, and implementation of major products to meet deliverables and schedule.

Thorough understanding of the Tank Operations Contract and process/procedures. Strong background in negotiating with key stakeholders.

Strong oral skills to effectively communicate with all levels of management and ORP personnel.

Ability to maintain effectiveness when experiencing major changes and/or challenges in work task or work environment (ability to effectively work within new work structures, processes, requirements or cultures).

Excellent written and communication skills. Ability to understand complex unique situations and provide methods to resolve that will benefit all stakeholders.
