Job Summary

The Program Cost Consultancy Group of AECOM (legacy Davis Langdon Cost Consultancy), is actively seeking a pragmatic, highly talented and experienced Cost Estimator/PM for immediate employment in the offices located in the northeast region of the United States (Pittsburgh Philadelphia and New England Area). AECOM’s PCC group works across all sectors, not only does the group contribute to the success of local and regional (northeast) projects but is involved in winning and delivering projects nationally and internationally for a range of clients.

The appropriately qualified applicant will be able to demonstrate an established career in Estimating / Project Management and should have previously worked for a private cost management consultant, construction management firm or contractor.

The candidate will be required to complete Estimating, Cost planning and Project Management assignments through pre-contract design phases but also in managing post- contract project management, cost management, change order reviews, construction claims and project closeout.

The responsibilities of this position include, but are not limited to:

  • Develop detailed cost estimates from drawings; identify deficiencies and/or questions

  • make-up of net-costs; including review of material prices, labor rates/ fringe benefits

  • Assist in completing comparative cost options i.e. cost alternatives or Value Engineering and reviews to help the design team in selection processes through-out the pre-contract design phases

  • Accumulate, evaluate and document historical cost data for the development of future estimates

  • Preparation of final cost estimate

  • Provide coordination and liaison with project management throughout the estimate development

  • Mentor and assist in developing junior staff

  • Review contract documents and contract modifications to determine scope of work and cost allowances for scope changes

  • Review the scope specified within the proposal to ensure it is specification compliant

  • Review labor rates to ensure conformance to the contract requirements

  • Review labor productivity to ensure that the labor hours are in conformance with contract working restrictions, overtime is appropriate, etc

  • Review quantities and ensure there is a fair and reasonable representation of additional scope, as well as possible credits

  • Review pre-purchased material or equipment and/or equipment rental rates against fair and reasonable pricing references

Minimum Requirements

  • Bachelor's degree in engineering, construction or related discipline

  • 5+ years of cost estimating and project management experience directly related to both engineering and/or construction projects required

  • Demonstrated experience with change order Analysis

  • Familiarity with both CSI / Masterformat and Uniformat Estimating Standards

  • Be competent in spoken & written presentations for; estimates, reconciling documents, etc

  • Be assertive but fair and reasonable when negotiating for all of the above

Preferred Qualifications

  • 8+ years of experience

  • Self-starter attitude with results oriented focus

  • Demonstrate a proactive, firm and respectful approach to estimate reconciliation efforts and change order processing

  • Proficient with industry estimating databases and other estimating data sources

  • Proficient with estimating software

  • Proven accuracy, reliability and completeness in job accomplishment

  • Effective oral and written communication skills

  • Demonstrated experience with all construction trades is desirable. Biased for one trade is acceptable
