AECOM is seeking a Technical Services Manager for a pharmaceutical complex in Pearl River, NY! Typical work hours are 8am–4:30pm; hours may vary based on business demand.
This position is responsible for Building Systems and Maintenance Operations for the Pearl River facility including ensuring the safety and wellbeing of its employees, safeguarding company funds/property and generally representing the company with respect to the client.
The Technical Services Manager directs a workforce of technicians and professionals engaged in a variety of activities in the management of a Pharma headquarters, research and office complex. Position ensures established company goals are realized while maintaining client relations that will enhance future business. Has total responsibility for managing all aspects of the contract. The position will act as a backup to the site Program Manager and a SME for related client sites as needed.
Specific Responsibilities-Building Systems & Maintenance Operations
Provide support to building O&M teams with development of strategies that help create processes/programs able to sustain low operating costs. Performs evaluations and trains teams to identify/eliminate waste, reduce O&M costs and reduce system failures.
Maintain 24x7 operations of all critical building support systems (HVAC, Mechanical, Plumbing, Electrical, Lab support, etc.)
Develop, plans and implements program for preventative maintenance activities
Manage multiple subcontractors supporting the O&M functions
Develop budgets and manages expenditures as directed
Manage various aspects of the contract with the client
Shows strong technical background and understanding of
Proactively identify potential project problems/opportunities and analyzes issues using appropriate resources to develop the optimum approach to mitigating problems and/or exploiting opportunities
Technical working knowledge of client’s equipment/systems/processes
Ability to quickly diagnosis equipment issues and repair or cause to repair same
Critical nature of the clients work environment including the particulars of a research facility
Technical writing understanding the value of procedures
Technical knowledge of industrial electrical and mechanical systems with the ability to prioritize/assign/track/trend equipment history
Contract contractors/suppliers/other service providers
Manage through the use of Computerized Maintenance Management Systems (CMMS)
Write/modify maintenance work orders to improve equipment performance
Provide maintenance planning/scheduling
Knowledge of reliability maintenance
Good customer relations and a client partnering mentality
Maintain daily communication with the Program Manager/Client ensuring no surprises
Sense of urgency on customer response and addressing issues
Experience with developing/managing to/presenting key performance indicators
Team building skills
Relationship with client must be maintained at the highest level at all times
Work with key senior client management ensuring exemplary daily operations support
Good objective/logical thought process-critical thinking/problem solving skills
Strong ability to delegate and obtain accountability/results from employees
Solid background in HR issues, i.e. hiring, counseling, etc.

Ensure establishment of comprehensive safety procedures
Ensure the plans are aggressively monitored and requirements enforced
Actively participates in execution of plans including emphasizing the plan in new hire orientation
Establish/monitor comprehensive lock out /tag out procedures, hot work procedures and other safety policies
Maintain appropriate Job Hazard Analysis for all work and develops JHAs as appropriate for new/altered work
Exhibit confidence and positive attitude about the project/Company
Demonstrate strong interpersonal skills (i.e. conflict resolution, team builder)
Maximize use of company resources. Clearly understands the role, responsibility, authority and accountability of each team member
Delegate effectively and raise standard related to quality and quantity of work performed

Maintain voluntary turnover at less than 5%
Demonstrate through experience/knowledge/skill in managing service providers for mechanical work, electrical, plumbing and specialty vendors
Strictly adhere to and effectively implement Company and Client policy/programs
Hire, terminate, train and ensure all work activities are completed in a manner that exceeds the client’s expectations
Effectively administer Performance Management system for reports on an on-going basis including goal setting and feedback. Develop and ensure current Individual Development Plans are in place for all employees
Promote employee development
Take timely disciplinary action as required
Use technology tools to improve technician knowledge and certification
Create/maintain a succession plan
Provide mentoring to team members
Maintain a program of self-development
Demonstrate consistent, effective and efficient written and oral communication skills (client, employees, suppliers, subcontractors, management, etc.)

Bachelor’s degree in Mechanical, Electrical, or Chemical Engineering or Facility Management or another relevant discipline, or demonstrated equivalent combination of education, training and experience.
In addition to education requirements, this position requires 8 years of operations / maintenance experience, including 5 years with supervisory responsibilities in a technical field.
Progressive career experience in facility maintenance management.
Working knowledge of purchasing and/or utilizing and managing subcontracts or vendors.
Staff management experience, including disciplinary action, hiring, terminating and performance appraisals.

Experience working in a cGMP or similar regulated environment
Experience utilizing a CMMS (computerized maintenance management system) and Microsoft Office programs such as Excel, Outlook, Word, Power Point, and Visio.
Experience managing a budget.
Consistent demonstration of the ability to proactively identify potential problems or opportunities, analyze issues using all appropriate resources, develop alternatives, and arrive at the optimum approach to mitigate problems or leverage opportunities.
Predictive maintenance experience, including areas such as IR scanning, ultrasonic, vibration and oil analysis, testing, life cycle studies, incident reports, root cause analysis and/or additional data gathering programs.
Vibration Analysis Training and Certification.
Experience in contract negotiation.
Certification or formal training from Facility Maintenance Organizations such as IFMA, AFE or BOMA
Must be willing to work overtime when required. May be required to work holidays and weekends.
