Job Summary

The position, located at the Central Florida Rail Corridor (CFRC)/SunRail Commuter Service in Sanford, FL, is responsible for assisting FDOT’s senior management with technical oversight, railroad operational review and tracking contract adherence of the Operations & Maintenance (O&M) Contractor for CFRC Intelligent Transportation System (ITS)/System Communications functions and adherence to the CFRC, SunRail commuter agency policies and procedures, with a focus on evaluating the effectiveness of the CFRC ITS/System Communications service delivery The O&M Contractor is responsible to maintain the telephone, intercom systems, public information systems, LED systems, security systems, automated building control systems, and other communication equipment in a State of Good Repair, consistent with manufacturer's warranties and recommendations. Develops and provides information to FDOT D5 and FDOT CFRC/SunRail management staff, consultants and third-party contractors (as appropriate); prepares correspondence and supporting documentation (reports, presentations, etc.) as required and performs related duties as assigned.


  1. Monitor CFRC SCADA system status and O/M response time for resolution and tracks unresolved issues to closure:

The CFRC SCADA system utilizes the Solarwinds Orion Network Performance Monitor (NPM) platform, which connects to thousands of network nodes, interfaces, and volumes collecting status and performance data and triggers notifications crossing thresholds. This software allows for the integration of SCADA monitoring functions. Most alerts in the system are based on timers expiring or processing Simple Network Management Protocol (SNMP) Traps that are relayed to email recipients for immediate attention. A third-party component that interfaces with the Fare Collection Contractor’s management system, Global Services Manager (GSM), is the SunRail Data Intermediary (SDI) application. This application processes alerts from GSM, inserting them into the central repository of Solarwinds Orion. Access control is achieved through the Lenel OnGuard system and Digital Acoustics’ TalkMaster. Together, these all are referred to as the Network Management System (NMS).

Systems to be monitored include:

  • Stations and Core data network infrastructure consisting of copper, fiber optic, leased circuit, and cellular connected elements supporting Ethernet and Cobranet Layer 2 protocols, Internet Protocol and Generic Route Encapsulation with Open Shortest Path First and Border Gateway Protocol, and IPSec Layer 3 protocols;

  • Passenger information systems consisting of Public Address, Variable Message Signs, Passenger Assistance Telephones, Emergency Call Boxes, Closed Circuit Television, Ticket Vending Machines, Ticket Validator Units, and Train Approach Warning system;

  • Train Dispatching Systems consisting of, but not limited to the following vendors' applications: Wabtec Train Management Dispatch System (servers and workstation); Avtec Scout voice radios; Advanced Train Control System Office Communication Gateway, printers, faxes; Active Directory; anti-virus software; and shared data storage;

  • CFRC/SunRail facility monitoring systems consisting of but not limited to the following: temperature, intrusion, forced entry, held open, and fire alarms.

  1. Provide configuration change management oversight of all digital systems

  2. Monitor and track resolution of SunRail onboard technology consisting of Public Address, Intercom, Fleet Management, Wi-Fi, Closed Circuit Television, dispatch radio

  3. Monitor accuracy of train arrival notification predictions and announcement anomalies

  4. Quarterly audit CCTV authenticity, accuracy, clarity, functionality, retention

  5. Evaluate CFRC projects’ communication-component submittals

  6. Coordinate with FDOT District 5 ITS for fiber access/use, master hub access and network architecture

  7. Provide project management of communication capital maintenance and improvement projects.

  8. Audit the contractual compliance of the O&M Contractor’s system communication functions, and provide documentation of performance to the Department

  9. Support fare collection contractor system fault analysis, report verifications, and Payment Card Industry compliance auditing.

  10. Website certificate, domain name, and host name management

Minimum Requirements

  • Bachelor’s Degree from an accredited college or university in Transportation Management, Planning, Engineering, Business or related field + 4 years of related or demonstrated experience and knowledge equivalency.

  • AND five (5) years of related rail operations with progressive responsibilities in rail-related operations.

  • AND five (5) years of related Information Technology (IT) operations responsibilities in product lifecycle and configuration management

  • AND seven (7) years of experience in an ITS environment.

  • OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.

Preferred Qualifications

  • Knowledgeable in Railroad Train Dispatching Systems, Signal Systems and Positive Train Control Systems

  • Knowledgeable in contract management.

  • Knowledgeable in Cisco and Ruggedcom data network operating systems
