Job Summary

AECOM has an opportunity for a highly qualified candidate to provide research, planning and analysis support to U.S. Pacific Fleet (PACFLT) in the area of Operational Contract Support (OCS).

PACFLT uses contracted support in military operations at various levels of scope and scale. The continual introduction of high-tech equipment, coupled with force structure and manning reductions, mission specific force cap restrictions, and high operating tempo mean that contract support will be required to augment military forces in most operations. Accordingly, the geographic combatant commander (GCC), subordinate joint force commanders (JFCs), and their staffs must be familiar with how to plan for and integrate operational contract support (OCS) into OPLANS, CONPLANS, and contingency operations.

The OCS analyst position will provide technical logistics analysis in support of USPACFLT plans and operations and will integrate OCS to address gaps and shortfalls. This initiative seeks to improve and refine the N4’s ability to provide logistics analysis and innovation in support of USPACOM theater objectives. The candidate for this position will provide Commander, Pacific Fleet (COMPACFLT) and U.S. Pacific Command (USPACOM) with research and analysis to solve difficult challenges related to logistical support to OPLANs, the Theater Campaign Plan (TCP) and ongoing operations in the Pacific Area of Responsibility (AOR). These efforts will include technical logistics analysis that will identify OCS requirements related to PACFLT plans and operations and will identify potential solutions to be incorporated into these plans or implemented during contingency operations. This effort also includes OCS integration into USPACOM and Component field/command post exercises and other table-top war-game venues

Key responsibilities include:

Provide senior level subject matter expertise to COMPACFLT for plans, strategy, TCP, theater engagement, and the requirements processes for OCS in support of Navy and Joint logistics capabilities in accordance with the Federal Acquisition Regulation (FAR).

Assist in establishing and maintaining an OCS common operational picture in order to arrange common contracting support in multinational operations to determining the civil-military impact of OCS in contingency operations, humanitarian assistance and disaster relief operations, and exercise scenarios.

Assist in the development of an OCS management plan that provides risk assessments and mitigation actions regarding the impact of contractors in support of military operations.

Identify appropriate venues in which to inject OCS options for plans and operations into exercises, tabletops, or other testing opportunities and evaluate the operational results.

Provide operations analysis reports of new capabilities that may serve to address logistics and/or operational gaps or shortfalls identified through the test and evaluation process.

Collect and communicate operational requirements and capability shortfalls associated with US forces and partner nations.

Provide briefings to COMPACFLT, his staff, USPACOM and Service Component Staffs on programs and operations supporting Strategic Capabilities

Minimum Requirements

Minimum Requirements:

This position requires a bachelor's degree and minimum of ten (10) years of experience supporting the DoD; desired at least five (5) years’ experience working in the PACOM AOR.

The candidate must possess theater knowledge and advanced joint planning skills to shape and provide the desired deliverables in support of USPACFLT plans.

The candidate should be familiar with strategic and campaign plan documents from National Command Authority through Combatant Command and Joint Task Force level. They should be well versed in joint doctrine and logistics planning. Must have detailed knowledge of USPACOM policy and strategy and a thorough understanding of USPACOM TCP/TCO, GCPs, CT EXORD, OPLANs, CONPLANs, and Theater Security Cooperation Plans including linkages to parallel national interests.

The candidate should possess prior knowledge of and prior experience conducting logistics operations in complex environments (DOD or otherwise) and exercises. This includes emerging logistics innovation tools and methods both internal/external to DOD.

The candidate should be familiar with Logistics Command and Control (LOGC2); should understand the requirements of a Combatant Command level logistics plan; and be familiar with current and emerging logistics planning tools, software, and strategy both inside and outside of the DOD (e.g. commercial industry).

The candidate should have experience with OCS-related efforts in United States Pacific Command (USPACOM) area of responsibility (AOR).

Must be able to communicate effectively verbally and in writing in order to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials. Must have experience providing regularly scheduled project plans and status reports.

Must have familiarity with big data and analytics required for Logistics Common Operational Picture (LOGCOP) support.

Required to have a TS/SCI. Previous experience working TS/SCI classification level projects

Ability to use state of the art computers and demonstrate skill in using integrated software (e.g., MS Office suite).
