Job Summary

AECOM is seeking experienced, creative, and highly talented UXOSO in Norfolk, VA. The responsibilities of this position include, but are not limited to:

  • Performs a variety of tasks in support of survey or construction activities.

  • Duties may differ depending on the specialty area.

  • Activities may include setting up and operating equipment; inspecting equipment; inspection of engineering installations for compliance with specifications; maintaining project documentation; assisting with the building, repair, or maintenance of a structure or roadway.

  • Relies on general to moderately complex knowledge of procedures, company policies, and business practices to plan and accomplish goals.

  • At this level, incumbents normally can handle a wide range of relatively complex protocols; viewed as fully competent within limits of experience.

  • Works under general supervision.

Minimum Requirements

  • High school diploma or GED equivalent + 4 years of relevant experience OR associate degree + 2 years of relevant experience

  • Pass a State and Federal criminal history/security background check; many projects/ clients are security sensitive.

  • Pass pre-employment drug screen.

  • Participate in and successfully complete a post-offer, pre-employment baseline physician physical IAW 29 CFR 1910.120. Once the baseline is established, this medical surveillance is required annually.

  • Physically able, with or without an accommodation, to work in outdoor environments with uneven terrain, variable outdoor conditions including heat, cold, moisture, dryness, dust, noise, and in the presence of heavy, moving, dangerous equipment; position requires frequent standing/walking; often operation of vehicles; occasional repetitive bending & stooping, keyboard/mouse operations, and repetitive or fine hand movements; rare lifting of less than 25 to 75 pounds, working with arms above shoulder level, power gripping/squeezing (hand tools, levers, etc.), working at heights, stair climbing, work in confined spaces, and work around heavy, moving, dangerous equipment. Position will include wearing associated personal protective equipment, including respiratory protection (e.g., respirator).

In accordance with Department of Defense Explosives Safety Board Technical Paper 18 (DDESB TP-18), an Unexploded Ordnance Safety Officer (UXOSO)/ Unexploded Ordnance Quality Control Specialist (UXOQCS) shall meet the following minimum requirements:

Graduate of a military EOD assistant course; or an accredited UXO technician training course; or military EOD school of the US, Canada, Great Britain, Germany, or Australia.

Minimum 8 years prior military EOD experience (minimum 1 year MEC-related experience and minimum ½ year MEC-Supervisory experience) or 10 years (8 years MEC-related experience and 2 years MEC-Supervisory experience) prior MEC-related experience as defined by DDESB TP-18 in munitions response actions or range clearance activities, as appropriate for the contracted operation.

Additionally, the candidate must possess:

40-hr OSHA HAZWOPER training certificate

8-hr HAZWOPER Supervisor training certificate

OSHA-compliant 10-hr or 30-hr Construction Safety certificate

Valid driver’s license

CPR/First Aid

Preferred Qualifications

Explosive Ordnance Disposal certificate.

UXOSO must be able to:

  • Meet the criteria for and perform the functions of UXO-TIII in accordance with DDESB TP-18.

  • Develop and, upon approval, implement explosives and health and safety plans and programs per applicable DoD, federal, State, and local requirements.

  • Ensure compliance with a DoD Military Service- and/or DDESB-approved site plans.

  • Analyze the potential risks (e.g., operational, explosives safety, general safety) associated with MEC-related activities and develop and implement required mitigating measures.

  • Establish and ensure compliance with site-specific explosives safety requirements, including, but not limited to:

  • Enforcing personnel limits and explosives safety quantity distance (ESQD) arcs for explosive-related operations.

  • Conducting, documenting, and reporting the results of safety inspections and ensuring implementation of corrective actions.

  • Ensuring protective works and safety equipment within an exclusion zone are used, when required; and operated per manufacturer’s specifications, applicable DDESB approvals, DoD policy, and federal, State, or local statutes, regulations, and codes.

  • Ensure that air-monitoring equipment is operated and maintained properly at sites with known or potential airborne contaminants (e.g., CWM sites).

  • Evaluate the risk of movement (e.g., consolidation) of MEC within an MRS or on an operational range with the SUXOS, and provide approval for movement by UXOT when the risk of movement is determined to be acceptable.

UXOQCS. Must be able to:

  • Meet the criteria for and perform the functions of a UXO-TIII in accordance with DDESB TP-18.

  • Implement the project’s quality control (QC) plan for MEC-related activities per applicable requirements.

  • Conduct and document QC inspections of MEC-related activities for compliance with applicable requirements.

  • Identify, document, report and ensure completion of corrective actions to ensure MEC-related activities comply with applicable requirements.

  • Ensure compliance with a DoD Military Service – and/or DDESB-approved site plans.

  • Prepare daily QC reports.
