The responsibilities of this position include, but are not limited to:

  • Supports Construction Manager/DCM and interfaces with BEDC AM on Project Management responsibilities (staffing, budget, deliverables, project status reports)

  • Reviewing project progress and schedule

  • Verification of DEP SOP implementation on project

  • QA/QC program compliance

  • Final review and authorization of contractor payments including confirmation of Prevailing Wage interviews with trades per SOP 112

  • Responsible for review and resolution and/or approval of Inspector and Contractor reporting, forms, testing, compliance and coordination issues

  • Reviews all Inspector documentation for timeliness and accuracy

  • Manages inspection team to ensure adherence to inspection procedures and guidelines and CM representation for all routine and special inspections required on the Project

  • Reviews and ensures appropriate distribution of Contractor change order, RFI and submittal documentation to Inspection staff to ensure construction is being inspected with the most up to date and approved documentation

  • Keeps Inspectors training up to date with what they are addressing in the field based upon upcoming and on-going work

  • Processes Construction Contractor subcontractor approval requests in accordance with DEP SOP 214 Subcontractor Approval and use of Subcontractor Approval Procedure Checklist

  • Oversea production and timely submittal of deliverables and status reports for CM and DEP (including M/WBE reporting, meeting scheduling expectations, permitting and regulatory compliance, SOP compliance, PMIS implementation, and maintenance of project documents)

  • Monitoring and reporting on the contractor activities during the performance of the work to determine if the work is being constructed in accordance with the contract documents

  • Primary receiver and reviewer of responses to/from CM for all project correspondence. This includes correspondence from the contractor, the DSDC Project Manager, and the DEP

  • Correspondence will include, but not be limited to, accident reports, daily reports, daily sign-in sheets, detailed estimates, partial payments, payroll records, submittals, progress schedules, photographs, requests to store materials, RFIs, subcontractor approval requests, and field change order requests

  • Preparation and coordination of all Field Contract Change Requests

  • Participates in the negotiation of all Change Orders

  • Reviewing the contractor’s CPM schedule with assistance from the Scheduler, to assure that the schedule conforms to the CPM format required by the contract documents

  • Notification to the contractor of any work that does not conform to the requirements of the contract documents. This shall be accomplished by issuing the formal Notice of Non-Conformance

  • Confirming that the contractor is submitting all submittals for review in a timely fashion so as not to inhibit the progress of the work

  • Establishing and maintaining the project files

  • Review of DEP draft letters

  • Review of Monthly DEP Reports

  • Assist inspection staff in expediting solutions to technical field problems with design

  • Establish, update and write project procedures and Project Work Plan

  • Monitor safety activities per AECOM scope of work

  • Verifying that all field testing, start-up, and operation and maintenance training activities are conducted in accordance with the contract documents

Minimum Requirements

  • Bachelor's degree in engineering or other related field

  • 10+ years of experience

  • Knowledge of applicable codes and regulations

  • Excellent communication skills for interfacing with internal and external contacts

  • Excellent problem-solving skills

  • Strong computer skills

  • Ability to manage multiple tasks and deadlines

  • Responsive to changing demands

  • Knowledge of Department of Environmental Protection Standard Operating Procedures (SOP’s)

Preferred Qualifications

  • Knowledge of DEP’s PMIS (E-builder)
