The Indian Navy has appointed AECOM as the project management consultant for its prestigious Project Seabird – Phase IIA. The largest naval infrastructure project for India, it involves creation of a naval base at Karwar on the west coast of India. Upon completion, this $3 billion program and effort will provide the Indian Navy with its largest naval base on the west coast and also the largest naval base east of the Suez Canal.
During the decade-long project, AECOM will manage and oversee the planning, design, contracting, construction and acceptance of the entire works, including construction of a new Naval Air Station.
We are seeking a highly experienced Project Director to lead the Marine Works package at Site. The project director would be responsible for :-
Overall Marine works responsibility for AECOM at Site.
Acts as the Client’s direct interface/ point of contact at site.
Formalises the marine work’s detailed execution process.
Provides coordination between site team, Client, Contractors and AECOM Design Team.
Attends and chairs meetings at site along with the overall Project Head, Client, consultants, contractors.
Coordinates and runs the AECOM marine works team at the Project Seabird site.
Takes all decisions, in consultation with the Project Head and Client, for timely progress of the project.
Facilitates the expeditious execution of the construction work by the appointed contractor(s).
Leads the attainment of AECOM HSE principles across the complete marine works project and ensures that the team complies with the requisite site HSE standards.
Undertakes coordination between Works Package Contractors and other parties employed directly by the Indian Navy.
Takes major decisions on marine works related matters in reference to quality of product (Quality), attainment of construction schedules (Time) and Contract administration (Cost), in consultation of the Project Head. aim
Assists with overall direction in regard to the Team’s assessment of contractor’s claims for time extension or any increase in scope asked for by the contractor.
Specific Roles & Responsibilities:
Ensures Contractors Project Execution Methodology is formally approved and enacted.
Undertakes Project construction activity co-ordination with the Client and the PMCM Team.
Leading the Marine Works Teams of various packages and ensuring programming, commercial, and technical goals are achieved
Undertakes the preparation and directs the adoption of documented AECOM Quality Assurance Procedures & Guidance (Project QMP Preparation)
Coordinates the scope of service for each AECOM project team member assigned to the Project Site.
Keeps track on the overall progress of the marine works and addresses delay mitigation strategies in collaboration with the AECOM Construction Manager.
Reviews Progress Payments claimed by contractors and concludes with the Package Project Managers on validity and due payment.
Reports to Overall Project Director for all issues related to Marine Works
Identifies and determines the required staff to undertake the project services and each staff member’s duration of active participation on the site (or in the supporting design office).
Responsible for the implementation of AECOM Corporate Policy requirements.
Undertakes all marine works site staff Annual Performance Reviews and related actions and activities to ensure timely completion for year- end perform identification.
Bachelor’s degree in Civil, Structural, Construction Management or equivalent.
Member of a professional Institution (ICE) or Charter Engineer status.
Should have handled at least 02 multi-disciplinary projects of similar magnitude, scale and size.
Positive collaborator who shares knowledge freely and offers support to his peers and seniors
Recognised as a team leader within a project environment.
Has a positive attitude and disciplined approach.
Total twenty five (25) years of work experience post qualifications. Minimum of 15 years in a position as Project Manager (Either on site or in design) + Minimum of 3 years as a Project Director on a major construction site.
Understands the construction technicalities of marine works
Fully conversant with various Contract Forms and internationally used contract procurement instruments.
Demonstrable capability to define, direct and coordinate teams of construction personnel in a manner which creates a practical working experience and one which is fully aligned to AECOM’s defined ethics in business activities.
Demonstrates a clear intent to adhere and promote the AECOM “Safety for Life” principals and the adoption of “Zero Tolerance” to accidents and injuries on site.
Excellent communication skills.
Prior experience in similar projects.
