AECOM Global Oil & Gas is seeking a highly talented Project Controls Planning and Scheduling Specialist III. This position will support the AECOM US Oil & Gas Business and will be located in Houston, Texas.
Provides objective analysis and sound judgement with application of principles and techniques to evaluate and report project performance from concept study to construction & startup including practical assessment of schedule completion and expected final cost. Competencies include setup of work breakdown structure, establishing levels of control and detail, planning and scheduling, cost analysis and forecasting, progress measurement, earned value performance, risk analysis and change control.
Responsible for managing, controlling, forecasting and reporting cost and schedule performance for projects throughout the organization. Services include setting up and managing project controls systems (including setup of work breakdown structure), capturing to-date progress and expenditure data, analyzing to-date performance data, forecasting at-completion performance data (EAC costs, hours), analyzing project risks (contingency management), managing change and incorporating scope variations into schedule and cost deliverables, and preparing associated reports.
Provides analysis of schedule data to identify key project issues.
Supports the development of plans and schedules for proposals.
May assist in leading junior staff through assignment tasks.
Assists in tracking corrective actions.
Assists in coordination of schedule input from all parts of the organization.
Able to identify and assist in analysis of project schedule variances. Identifies and analyzes schedule variances and recommends associated corrective action.
Updates and produces scheduling management reports.
Assists in the development and maintenance of WBS and helps insure that project coding is effectively used for all cornerstone applications.
Able to use drawings and specifications for schedule development.
Expert ability to develop CPM schedule logic for engineering, procurement and construction as well as command of cornerstone scheduling system.
Able to resource load schedule and perform remedial schedule risk analysis.
Responsible for assembling data for schedule updating.
Familiar with construction contracting and the scheduling implications of contract terms.
Measures progress and reviews invoices of contractors.
Reviews purchase orders and subcontract schedule status and provides management with input on subcontract performance.
Knowledgeable of scope control and change management and has demonstrated ability to incorporate directed changes into schedule baseline. Knowledgeable in earned value methodology.
Assumes responsibility for some elements of baseline schedule and associated maintenance.
Familiar with basic cost analysis and forecasting as it relates to planning and scheduling.
Conducts or assists in performance measurement and associated schedule trends.
Supports various levels of project reporting.
Participates in and at times leads project planning and scheduling review meetings.
Assists in procedure development and implementation.
- Bachelor Degree + 8 years of experience performing project controls planning & scheduling activities supporting engineering, procurement and construction (EPC) projects in the Oil & Gas Industry.
- Associate Degree + 10 years of experience performing project controls planning & scheduling activities supporting engineering, procurement and construction (EPC) projects in the Oil & Gas Industry.
- High School Diploma / GED + 12 years of experience performing project controls planning & scheduling activities supporting engineering, procurement and construction (EPC) projects in the Oil & Gas Industry.
Demonstrated project controls experience supporting.
Good understanding of overall project controls concepts and project controls deliverables.
Developing planning & scheduling and schedule baseline.
Developing Cost Baseline check.
Monitoring progress & updating.
Earned value performance measurement.
Accurate EAC forecasting.
Previous experience preparing bid schedules from cost estimates for proposals. Demonstrated independent working capability (or with minimum guidance).
Advanced user of Primavera P6 software..
Sound understanding of cost controls tools and process
Ability to liaison with Client.
Project controls reporting (weekly, monthly) - internal & external.
Demonstrated proficiency with Microsoft Office, Word, Excel and Outlook.
- Bachelor Degree in Construction Management.
