Position Title Executive Program Manager (Disaster Recovery)

The Executive Program Manager will provide Program Management and oversight of the Mega CDBG-DR contracts and serve as the principal point of contact for Disaster Recovery Programs. The Executive Program Manager will interact with the end client and elected officials as well as direct more than 150 staff and lead a diverse team of subject matter experts providing policy, program management, compliance, data analysis and reporting, training, operations, communications, and outreach services. The Executive Program Manager is responsible for developing a delivery plan to include setting up and overseeing functions including finance, budgeting, anti-fraud, contracts, procurement, human resources, facilities, and legal as well as negotiating contracts for any required subcontractors or vendors. The Executive Program Manager is expected to provide high-level expertise across a broad range of business and related subject matter areas including public sector governance, project management, change management, and consensus building.
The Executive Program Manager will be responsible for the following:
Manage major project efforts, requiring complex coordination across multiple systems and processes.
Maintain a complete understanding of the all applicable Program policies and requirements.
Oversee the implementation and operations of the project, which may include oversight and distribution of resources within the specific functional area.
Develop Business Development strategies, prepare proposals, negotiate contracts, and execute disaster recovery projects.
Monitor and understand the financial performance of the Program.
Other duties as required.
Bachelor’s Degree from an accredited university.
15+ years of professional level experience managing programs or projects with a $100 million or more budgets, and a complex network of functional area coordination.
10+ years of Community Development Block Grant (CDBG) housing or Federal Emergency Management Assistance (FEMA) Hazard Mitigation Grant Program (HMGP) experience at the federal, state, or local level and/or private sector. A working knowledge of regulatory and statutory compliance.
Ability to develop Program schedules and budgets and understand and monitor financial health of the Program.
Ability to coordinate with internal and external stakeholders of the organization to share information, make decisions, and/or implement effective solutions to problems or complaints.
Ability to analyze, understand, and apply complex and/or technical materials such as directives, regulations, policies, Code of Federal Regulations, etc.
Advanced time management skills which utilize high-level strategies that aid staff in managing time, productivity, and effectiveness.
Advanced level Microsoft Office skills; ability to import, create formulas, pivot tables, export data and run reports in Microsoft Excel; ability to quickly learn new software applications.
Due to the nature of the work, US Citizenship is required.
Requirements for CDBG housing and/or FEMA hazard mitigation and similar programs/projects is preferred.
Relevant advanced degrees and/or certifications are preferred
