AECOM Senior Operations and Plans Analyst in Honolulu, Hawaii

AECOM is seeking a Subject Matter Expert for operations and plans innovation at U.S. Pacific Fleet (PACFLT) HQ. This position will act as the lead integrator for incorporating technical logistics analysis into plans and operations for PACFLT in the Pacific Area of Responsibility. Efforts will focus on providing Commander, Pacific Fleet (COMPACFLT) and U.S. Pacific Command (USPACOM) with research and analysis to solve difficult challenges related to logistical support to OPLANs, the Theater Campaign Plan (TCP) and ongoing operations. These efforts will include developing Concept of Operations (CONOPS), Tactics Techniques and Procedures (TTPs), and portfolio integration into field/command post exercises and other table-top war-game venues. This effort also includes capability integration into USPACOM and Component exercises for operational demonstrations.
The Duties and responsibilities include:
Provide senior level subject matter expertise to COMPACFLT for plans, strategy, TCP, theater engagement, and the requirements processes of Navy and Joint logistics capabilities.
Provide analysis and develop documentation in support of PACFLT shortfalls in logistics support to plans and operations.
Identify appropriate venues in which to inject modeling of logistics support to plans and operations into exercises, tabletops, or other testing opportunities and evaluate the operational results.
Provide operations analysis reports of new capabilities that may serve to address logistics and/or operational gaps or shortfalls identified through the test and evaluation process.
Collect and communicate operational requirements and capability shortfalls associated with US forces and partner nations.
Brief the COMPACFLT, his staff, USPACOM and Service Component Staffs on programs and operations supporting Strategic Capabilities
Minimum of 10 years of Naval experience - Must have served on senior level combatant command, functional command or service command staff for a minimum of 3 years.
Must have a range of DoD experiences to include operational and/or sea service in the Pacific area of responsibility, knowledge of PACOM OPLANs, CONPLANs and TCP, familiarity with Navy logistics processes, and experience with exercise support. Applicants with U.S. Navy or Marine Corps background are highly desired
Must have experience with modeling and simulation or exercise efforts supporting force structure designs and combat effectiveness analyses
Must have experience with operations research systems analysis
Applicants who have a demonstrated history of innovation are highly desired
Applicant selected will be subject to a government security investigation and must meet TS/SCI clearance eligibility requirements for access to classified information
Must have excellent communication skills and the ability to effectively interface with staff, technical and scientific personnel
Bachelor Degree required
Master’s Degree in scientific field, mathematics, or operations research
Experience in developing Tactics, Techniques and Procedures (TTPs) for DoD programs and capabilities
Experience developing combatant command or service component command CONOPs and CONEMPs
Experience in testing technologies during command post exercises or table-top wargames
