Job Summary

AECOM has an opportunity for a highly qualified candidate to provide research, planning and analysis support to U.S. Indo-Pacific Command (USINDOPACOM) in the area plans and automated decision-support technology development.

USINDOPACOM conducts planning in support of the Theater Campaign Plan (TCP) to shape the environment in the INDOPACOM Area of Operations (AOR); Concept Plans (CONPLANs) and Operational Plans (OPLANS) to counter known threats; and crisis-action planning to respond to contingencies and crisis in theater with little to no notice. Success in these areas depends on the USINDOPACOM J5’s ability to understand the complex dynamics of the theater as a whole and the nuanced details of each sub-region.

USINDOPACOM J5 requires support developing and implementing automated decision-support and planning support software tools that will assist with planning tasks associated with multiple OPLANs, CONPLANs, and Campaign Plans for the largest Area of Responsibility assigned to any CCMD.

USINDOPACOM J5 and J8 are undertaking jointly, a collaborative set of experiments that will bring emerging decision-support and planning-support software tools to bear on USINDOPACOM real-world planning requirements. These experiments will support operational requirements for PACOM J5 and pave the way for long-term solutions for all CCMDs.

The main focus of USINDOPACOM J5 in these experiments is to use these tools to support campaign design and deliberate planning. This position will provide comprehensive and integrated analysis of these decision-support tools and will enable the implementation of these tools within the J5.

The candidate for this position must be able to employ planning and war gaming support software to assist planners with campaign design, the conduct of Joint Planning Groups (JPGs), and planning workshops. This position will support integration of USINDOPACOM plans into these software tools as well as the relevant planned operations, actions, and activities (OAA) of other CCMDs.

The candidate for this position will also work with the government sponsor to develop an automated war gaming tool and assist in the development of a SOP for utilization of these planning support tools. This position will support the test and evaluation of these tools during demonstrations and exercises.

The candidate for this position must possess a breadth of understanding across CCMD and component functions. This candidate will conduct research, both unclassified and classified, on various capabilities that support technology assistance to ongoing and emerging plans and operational scenarios.

This position will provide assistance to senior-level strategic planning and briefings, including preparing formal papers and background information for USINDOPACOM senior leader consumption. The candidate for this position must be able to provide assistance on short timeline responses to specific questions pertaining to software tool capability and plans integration.

This position requires a bachelor's degree and minimum of ten (10) years of experience supporting the DoD.

The candidate must possess theater knowledge, test and evaluation experience and advanced joint planning skills to include:

  • Knowledge of the planning continuum to include the Joint Operation Planning and Execution System (JOPES).

  • Knowledge of U.S. national plans and policy (National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Capabilities Plan (JSCP).

  • Thorough understanding of the Military Decision Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation and approval.

  • Experience performing design, systems engineering, operations research & analysis, data collection, and experimentation.

  • Experience in the development and execution of plans and procedures for research, development, test, evaluation, installation, and integration.

  • Experience in project leadership, planning and technical oversight of programs.

The candidate for this position must have highly effective verbal and written communications skills in order to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials.

Minimum Requirements

The candidate for this position must have a SECRET clearance and must be able to obtain a TOP SECRET clearance, eligible for access to Sensitive Compartmented Information (SCI), based on a single-scope background investigation. The candidate may require access to Special Technical Operations (STO), Additional Compensatory Control Measure (ACCM), and Special Access Program (SAP) materials that require a polygraph.

Required Experience:

  • BA or BS degree and 10 years of experience with DoD

  • Five (5) years’ experience in operations research and analysis

  • Three (3) years’ experience working in military plans

  • Three (3) years’ experience on a senior military staff office (Service HQ, Combatant Command, OSD, JS)

  • Experience in operational and/or strategic levels of DoD systems development

  • Excellent oral and written communication skills

  • Proficient at authoring analytical or policy documents

  • Proficient at Microsoft Office applications (Word, Excel, Powerpoint)

  • Experience conducting research on a range of topics and functional areas

  • Secret security clearance with ability to obtain a Top Secret security clearance with SCI eligibility

Preferred Qualifications

Highly Desired Experience:

  • Master's Degree from an accredited college or university

  • Graduation from a military command and staff college

  • Engineering or other scientific/technical background
