AECOM Sr. Business Volume Proposal Manager in Germantown, Maryland

Job Summary

AECOM, a Fortune 200 Company, is seeking a Sr. Business Volume Proposal Manager to join our BD team. The overall purpose of this new position is to improve effectiveness of AECOM MS Group business development efforts and support a robust pipeline of large opportunities. This position will report to the Senior Vice President BD Operations and reside in the Washington, DC Metropolitan area (office can be in either Germantown, MD or Chantilly, VA). The candidate will be responsible for leading the development and production of multi-million/billion dollar business volume content for highly complex proposal responses to government and commercial RFPs.

Essential Responsibilities:

  • Lead and/or write proposal business volumes (cost/price, small business, basis of estimate, contracts fill-ins, etc.) and ensure alignment with win strategy and key messages

  • Work collaboratively with operations, capture, pricing and proposal management teams to ensure development of business volumes that are fully aligned with the technical/management solutions

  • Skillfully interpret solicitation requirements or source selection regulations and proposal response strategy and approaches on individual opportunities

  • Work with the Capture Manager to incorporate win and pricing strategies into proposal response. During proposal development, act on behalf of the Capture and/or Proposal Manager in his or her absence

  • Decompose and translate RFP requirements into the compliance matrix, annotated proposal outline, and content plans for the business volumes

  • Conduct milestone readiness assessments to determine business volume proposal readiness for reviews, adjusting the proposal development schedule accordingly to accommodate corrective actions

Minimum Requirements

  • US Citizen

  • Bachelor's degree in related field

  • 10 years of progressive business development experience in proposal and pricing areas

  • Thorough understanding of government contracting/customers and the proposal process

  • Strong financial/analytical orientation with advanced MS Excel skills including pivot tables, vlookup, etc.

  • Strong organizational, interpersonal and communication skills with ability to effectively lead diverse teams of senior and junior personnel

  • Excellent analytical, organizational, and communication skills with attention to detail. Ability to conduct oneself with the confidence, professionalism, and empowerment of a senior member of the BD staff, including making sound decisions regarding proposal strategies

  • Self-starter; able to handle multiples projects simultaneously; and ability to work effectively as an individual contributor

  • Position may require the ability to pass and maintain a Security Clearance
