Job Summary

AECOM is seeking an International Compensation/Talent Acquisition Analyst to join the HR Service Center team in Germantown, MD. This role reports to the Compensation and Compliance Manager. This position will provide over-all compensation and talent acquisition support with emphasis on international business development and proposal efforts. Specifically provide the pricing team with suitable candidates and compensation rates for roles in international locations. The role will actively source applicants and screen resumes on an on-going basis and build a database of relevant components of a total compensation package for employees working in numerous international locations.

Responsibilities include, but are not limited to:

  • Source applicants for positions in international locations utilizing a variety of recruiting methods including, but not limited to, internet sources, resume boards, colleges, professional publications and associations, and internal and external job fairs. Screen resumes and contact potential hires via telephone and email and utilize surveys to gauge the market for rate requests in specific international locations.

  • Identify available candidates by labor categories in locations to include key personnel and obtain Letters of Intent as required.

  • Maintain candidate tracking records for proposal support efforts, including pricing audit purposes, and/or for appropriate hiring managers and/or local HR Representatives to utilize if necessary.

  • Create a custom database of compensation information for business development. Gather compensation information from resumes and resume boards, discussions with potential hires, State Department Tables, surveys, and other sources. Manage and analyze the compensation data using Excel.

  • Support pricing and proposal teams with compensation information for positions in international locations, including all components of the compensation package, such as position rates, uplifts, bonuses, taxation/tax equalization and cost of living allowances.

  • Develop pricing models for price to win, BOEs (Bases of Estimates), and write-ups for proposals to include recruiting for key personnel for proposals. Work with capture management and proposal managers to develop win strategy in regards to pricing.

  • Develop a set of best practices for the development of international compensation packages, including analyzing and breaking apart fringe packages, benefits and taxes.

  • Gain an understanding of foreign labor law, particularly in areas that are most commonly targeted for work by proposal team and/or new locations that company plans to target.

  • Provide support on compensation-related projects i.e. annual merit increase and executive compensation processing, job analysis/benchmarking, etc.

  • Perform all other position related duties as assigned or requested.

Minimum Requirements

Position requires a bachelor’s degree and a minimum of 3 years of experience recruiting for candidates in international locations. Experience in a government contracting environment and international experience preferred. Experience with DCAA a plus. The position requires an understanding of how compensation packages are built-up and must have strong Excel skills. Strong business acumen, strategy, process management, analytical, and communication skills are required. Position may require to ability to obtain and maintain a security clearance. Position will require periodic travel.

Preferred Qualifications

Experience in a government contracting environment and international experience preferred.
