Job Summary

  • Customs and Border Patrol Air and Marine Operations (AMO) utilizes a diverse fleet of fixed-wing and rotary-wing aircraft to accomplish its core competencies of interdiction, investigation, domain awareness, and contingency operations and national taskings. In order to keep the fleet operational, AMO requires continuous aviation maintenance and logistics support services at its various operating sites.

The Program Manager will lead maintenance, supply, and deployment operations to ensure that the government has the numbers and types of properly configured aircraft available where and when required to meet operational commitments.

The Program Manager will ensure that CBP mission objectives are met by:

  • Meeting fleet operational requirement with airworthy, fully mission-capable aircraft to support more than 80,000 flight hours annually

  • Successfully support deployments and surges

  • Responsive program-wide logistics support

  • Providing quality depot services that are consistently within schedule and budget.

Minimum Requirements

  • Minimum of 10 years managing organizational, intermediate, and depot-level maintenance operations for airframe, engine, avionics, and mission systems

  • Minimum of 10 years managing supply operations, including inventory management, vendor management and experience dealing with DMSMS and part failures

  • Managed CONUS and OCONUS deployment operations

  • Managed personnel to include scheduling, training and development, and performance

  • Track record of maintenance compliance

  • Government contracting experience, including responsibility for deliverables, billing, budget execution, and ensuring that contract actions are funded

  • Familiar with program execution in a complex Performance Based Contract environment, specifically focused in the following sub areas: program management, aircraft maintenance & logistics support, material and aircraft repairables, workforce training and certification

  • Familiar with supporting Contract Performance simultaneously under both Firm Fixed Price (FFP) and Cost Plus Incentive Fee (CPIF) delivery models

  • Bachelors degree, particularly in aeronautics, engineering, business administration; educational requirement waived if at least 10 years successful performance as a program manager for contract of similar scope, scale, and complexity

  • US citizen

  • Ability to travel

  • Must be able to obtain a Customs and Border Patrol security clearance

Preferred Qualifications

  • Experience as a Maintenance Officer

  • Managed maintenance and supply operations in support of at least 100 aircraft, preferably multiple platforms including both fixed and rotary wing

  • Managed personnel, assets, and facilities across multiple locations

  • Managed unionized or partially unionized workforce

  • Demonstrated achievements in meeting operational, quality, financial, and customer service metrics

  • Oversight of schedules, budget, deliverables, quality, travel, training, IT, and engineering support services

  • Experience maintaining an accident free workplace

  • Familiarity with FAA Safety Management System requirements

  • Strong interpersonal and communication skills

  • FAA A&P Mechanic and Inspection Authorization a plus
