Job Summary

AECOM has an excellent career opportunity for a Construction Manager on our Detroit Water and Sewerage Dept. CIPMO Program. The CIPMO Program has a 5+ year contract to repair, replace and rehabilitate the water and sewer transmission and conveyance system with the City of Detroit. This Program is part of the strategic revitalization of Detroit and the improvement of its neighborhoods. This is an opportunity to be part of a multi-discipline team, co-located with the client, to revitalize a great American city. The type of work performed by the CIPMO is not being done, to this scale, in any other American City. In this position, you will provide technical support on challenging projects that will include municipal water and sewer related tasks, including; engineering and design; report writing, permitting, technical studies, data analysis and quality control. Responsibilities include independent task management of design tasks, client interaction and performing engineering assignments requiring application of engineering techniques, procedures and criteria.

Our Program provides solutions to our Clients in municipal water and wastewater infrastructure, including planning and condition assessment and forecast modeling. The responsibilities of this position include, but are not limited to:

  • Manages and administers one or more construction contract.

  • Manages schedules, costs, and change orders

  • On site communication: preconstruction meeting, chain of responsibility and authority, field orders, coordination meetings, shop drawings and reports, site photos and change management

  • Maintain construction documentation and records

  • Supervises and directs performance of the project CM team

  • Implement quality plans

  • Approves schedule submittals, updates and revisions.

  • Assign duties and responsibilities to the CM team members reporting to CM.

  • Review and recommend approval of change orders, value engineering and application for payment.

  • Constructability review and identification of impractical material and specification requirements.

  • Procurement assistance in pre-bid conference, bid evaluation and negotiation, coordination for owner purchased material and equipments, identification of required permits and insurance.

  • Project closeouts: Implementation of: punchlist inspection, final inspection, Operational training, As built drawings, Operational and maintenance manuals, Occupancy permits, claims investigation and resolution, contract closeout, closeout reports, Warranties and guarantees.

  • Review and coordinate RFIs, substitution requests, Deviation requests and shop drawings.

  • Mentor, train and direct staff; seek resources required to accomplish required Project construction activities.

  • Implement environmental compliance requirements and procedures

  • Assist with public outreach efforts

  • Comply with the requirements of the DWSD/AECOM Negotiated contract

  • Drive field inspection and construction activities to achieve Project goals on schedule and on budget

  • Work jointly with the Program QA/QC Manager to develop construction and inspection quality standards. Assist in implementing the quality program and its requirements into the work we perform for DWSD

  • Work jointly with the Program Health, Safety & Environment (HS&E) Manager to plan and implement safe work practices on the contract per the Program Health and Safety Plan

  • Work constructively with Project Managers to develop project specific Construction Management Plans and Project Work Plans.

  • Work cooperatively with Program Construction Manager to find solutions to schedule delays and budget overruns and assist in developing action plans for recovery

  • Work safely in your work environment and notify co-workers/Supervisor of unsafe acts whenever observed

  • Review the monthly pay invoice by the contractor and report the progress percentages.

  • Coordinate with other utility contractors to resolve any conflict and discrepancies.

  • Planning, preparation and execution of sewer and water investigation work.

Minimum Requirements

  • Bachelor's degree in construction management or civil engineering.

  • 10+ year experience with Construction management, project controls, contract administration, safety and quality process including experience in Water and Sewer transmission and distribution.

  • Knowledge of scheduling software like Primavera

  • Knowledge of estimating and local prices.

  • Able to review traffic plans according to MDOT and MUTCD.

  • Valid Drivers License

Preferred Qualifications

  • Experience with Managing field crews, documentation of field activities, construction contracting knowledge and field inspection

  • CCM Certification

  • Reporting software, e Builder or similar, Microsoft Office suite, Outlook and SharePoint.

  • Experience with water and sewer construction, repair, and replace, trenchless and open cut trenches.
