Job Summary

AECOM is seeking a full time Environmental Scientist II for immediate employment in an Allentown, PA project office. (Home office of record will be Conshohocken.) The candidate will be able to demonstrate working knowledge of power sector projects including siting analysis, permit preparation and compliance review; project management, construction contractor oversight, and quality assurance/quality control plan implementation for projects including transmission line maintenance, development/rebuilds, substation upgrades, and similar power related activities.

We are seeking a dynamic individual, capable of conducting the below work with local knowledge of ecosystems; someone who works well with others and is comfortable in small or large groups; and who can skillfully and efficiently prepare high quality technical documentation/reports/permit packages.

The candidate will participate in approximately one week of training to assist with the transition into the position.

The responsibilities of this position include, but are not limited to:

  • Work under Sr. Project Management to support an on-going, long-term (through 2020) program management contract,

  • Conduct work assignments primarily from an offsite office located in Allentown, PA

  • Work independently and be responsible for overseeing and managing work in accordance with program execution plans, at client locations to provide siting, permit preparation (environmental and access-related including Pennsylvania Public Utility Commission filings), permit compliance management, and right of way management

  • Direct coordination with the client, local and state agencies; and management and oversight of contractors to implement client capital improvement projects in the Lehigh and Northeast PA region

  • Other duties as assigned

Minimum Requirements

  • Bachelor’s degree in environmental science, biology, ecology, forestry, soil science or a closely related discipline

  • 2+ years of experience with power sector clients on compliance verification, right of way siting, environmental assessment work and environmental permit preparation. (At the local, state, and federal levels.)

  • Experience with construction oversight; and/or contractor management

  • Knowledge of environmental regulations and applicability to power project permitting and construction activities including demonstration of experience with and working knowledge of laws, regulations and requirements related to the Federal Clean Water Act 401 certification and 404 permitting, ESA Section 7, and PADEP Chapter 105 regulations

  • Technical writing and analytical skills: (A writing example will be requested.)

  • Experience working in a fast-paced consulting environment and ability to perform well under occasionally tight budget and schedule constraints

  • Self-motivated, strongly team-oriented, organized, and excellent communications skills

  • Valid driver’s license and ability/willingness to travel regionally; project requires daily commuting to client location (office, multiple field stations, and regulatory meetings

Preferred Qualifications

  • Experience leading and coordinating Pennsylvania Public Utility Commission filings
