AECOM has an opportunity for a highly qualified candidate to provide research, planning and analytical support to the U.S. Pacific Command (USPACOM) in development of the USPACOM theater engagement strategy. This candidate will provide analysis and data management support intended to refine and improve non-traditional security engagements conducted under the USPACOM J9’s portfolio through the development of a database created with IBM Analyst Notebook and the Palantir nodal analysis tool. The scope of the project will include providing technical assistance with development of the requirements of the database, initial entry of requirements into the database, monitoring of the system, and training permanent party J9 personnel on how to use the Palantir system. This task will also include system monitoring and development of system processes.
In order to identify high-value gaps and develop innovative solutions, the candidate for this position must have unique insights to both intelligence analysis processes and theater engagement. The candidate must be able to provide in-depth analysis based on data collected and provide recommendations in support of USPACOM J9 initiatives. This analysis will be applied to support, streamline, and enable the USPACOM engagement strategy.
This position will also provide assistance to senior-level strategic planning and briefings, including preparing formal papers and background information for USPACOM senior leader consumption. The candidate for this position must be able to provide assistance on short timeline responses to specific questions pertaining to PACOM theater engagement activities.
This position requires a bachelor's degree and minimum of five (5) years of experience supporting the DoD with at least three (3) years of experience in the intelligence community; desired at least three (3) years’ experience working in PACOM specific topics and/or engagement activities.
This position requires at least two (2) years of experience working with Analyst Notebook and Palantir analytical tools.
The candidate should be familiar with strategic and campaign plan documents, the USPACOM Theater Engagement Plan and other Combatant Command OPLANS. They should be well versed in joint doctrine.
Must be able to communicate effectively verbally and in writing in order to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials. Must have experience providing regularly scheduled project plans and status reports.
Required to have a TS/SCI.
Previous experience working TS/SCI level projects, highly desired.
Must have demonstrated skill in using integrated software (e.g., MS Office suite).
