Job Summary

AECOM has an opportunity for a highly qualified candidate to provide research, planning and analysis support to U.S. Pacific Command (USPACOM) in the area of Deliberate Plans Analyst.

USPACOM maintains a Theater Campaign Plan (TCP) to shape the environment in the USPACOM Area of Operations; Concept Plans (CONPLANs); and Operational Plans (OPLANS) in order to ensure the Combatant Commander is postured to rapidly respond to these types of contingencies.

This position will support USPACOM with comprehensive and integrated analysis of plans, concepts, and assessments of all operational aspects of war plans and the operations, action and activities (OAAs) contributing to their overall synchronization. This analysis will inform adaptive planning and will provide recommendations for Time Phased Force and Deployment Data (TPFDD) management. Additionally, this candidate will support analysis that shapes country assessments, plans assessment, and coordinating actions in regard to CONPLAN/OPLAN development.

This candidate will conduct research, both unclassified and classified, on various topics supporting ongoing and emerging operational concepts and plans, distilling that research into recommendations for country plans as well as implementing changes to, planning for, and coordinating actions in regard to TCP/TCO, OPLAN/CONPLAN development.

This position will provide assistance to senior-level strategic planning and briefings, including preparing formal papers and background information for USPACOM senior leader consumption. The candidate for this position must be able to provide assistance on short timeline responses to specific questions pertaining to policy and operational plans; analyze subject plans and concepts for areas of concern; research and analyze various pertinent national security policies, military strategies, vulnerability assessments, threat and intelligence assessments; and inform planning efforts and new concept development.

The candidate will be responsible to review, assess, compile and coordinate documentation for planning developments and requirements at the Geographical Combatant Command level; preparing USPACOM FOGO leadership for briefing requirements to the Chairman of Joint Staff (CJCS) and the Office of the Secretary of Defense for Policy (OSD-P).

This candidate must be familiar with current planning processes, procedures formats, and technology and participate in Joint Planning and Execution (JPES) and Joint Planning Systems (JPS) working groups and IPTs. This candidate must have at least three full years of Joint Operation Planning and Execution Systems (JOPES) experience, be familiar with Joint Flow and Analysis System for Transportation (JFAST) and have participated in at least one Time Phase Force Deployment Data (TPFDD)/force flow conference using JOPES.

Minimum Requirements

This position requires a bachelor's degree and minimum of ten (10) years of experience supporting the DoD; desire at least five (5) years’ experience working in the PACOM AOR.

The candidate must possess theater knowledge and advanced joint planning skills to shape and deliver the desired plans to include:

  • Knowledge of the planning continuum to include the Joint Operation Planning and Execution System (JOPES), Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOC), and Joint Capabilities Areas (JCA).

  • Theater knowledge and advanced joint planning skills to shape and deliver the desired plans.

  • Detailed knowledge of USPACOM policy and strategy and a thorough understanding of USPACOM TCP/TCO, GCPs, CT EXORD, OPLANs, CONPLANs, and Theater Security Cooperation Plans including linkages to parallel national interests.

  • In-depth knowledge of U.S. national plans and policy (National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Campaign Plan (JSCP).

  • Thorough understanding of the Military Decision Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation and approval.

  • Communicate effectively verbally and in writing in order to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials.

  • Ability to use state of the art computers and demonstrate skill in using integrated software (e.g., MS Office suite).

  • The candidate for this task must have a TOP SECRET clearance and must be eligible for access to Sensitive Compartmented Information (SCI), based on current single-scope background investigations. The candidate may require access to Special Technical Operations (STO), Additional Compensatory Control Measure, and Special Access Program (SAP) materials.

Required Experience:

  • BA or BS degree and 10 years of experience

  • 5 years experience in military operations

  • 3 years experience working in military plans and JOPES

  • 3 years experience on a senior military staff office (Service HQ, Combatant Command, OSD, JS)

  • Knowledge of Indo-Asia-Pacific region

  • Experience in operational and/or strategic levels of DoD planning and/or execution

  • Excellent oral and written communication skills

  • Proficient at authoring analytical or policy documents

  • Proficient at Microsoft Office applications (Word, Excel, PowerPoint)

  • Experience conducting research on a range of topics and functional areas

  • Top Secret security clearance with SCI eligibility

Preferred Qualifications

Highly Desired Experience:

  • Master's Degree from an accredited college or university or Graduation from a military command and staff college plus 10 or more years of experience in military plans
