Position Title Deputy Chief of Party

AECOM is searching for a Deputy Chief of Party (DCOP) for an upcoming multi-year USAID/Egypt-funded program focused on meeting the basic needs of Egyptian citizen through more effective public sector planning, government service delivery and administrative structures. The program seeks to deliver the following results:
Strengthened enabling environment and national-level administrative capacity for local governments to effectively and transparently manage resources.
Increased local administration effectiveness, as defined by improved competency, capacity and solutions to perform devolved functions and services with a community’s resource constraints.
Increased local administration legitimacy, as defined by improved community engagement, responsiveness and accountability in the implementation of devolved functions and services.
Duties and Responsibilities
Under the general direction of the Chief of Party (COP), the DCOP will lead and oversee a team of policy advisors and practitioners who will design and implement activities. In consultation with the COP, the DCOP will collaborate with all project staff to maintain a harmonious and effective technical assistance team while delivering assistance to achieve results and client satisfaction. Specific responsibilities include:
Collaborate with Government of Egypt (GOE) senior counterparts and team members in the conceptual and practical design of activities to translate the approved USAID Results Framework into work plans and budgets
Lead and supervise policy advisors and practitioners assigned to implement activities on the approved Work Plan
Prepare and manage SOWs for short term experts and RFPs for subcontractors to obtain technical assistance to implement the approved Work Plan
As directed by the COP, serve as a liaison to GOE partner institutions (ministries, parliament, regional and local government units)
Work with the Chief of Party and other team members on the preparation of technical and management reports and project deliverables (monthly, quarterly, annual, periodic status reports, and others)
Temporarily assume the duties and responsibilities of Chief of Party when so assigned in the absence of the COP
10 years of work experience working on similar activities in Egypt
Advanced university degree in appropriate specialty related to government administration reform, governance, service delivery, planning and monitoring
Prior USAID or other international donor experience
Proven ability to collaborate effectively with senior GOE leaders and government officials on policy, advocacy, and program design and implementation
Excellent written and communication skills and interpersonal skills
Experience with and a good understanding of administrative and local sector reform issues and actors in Egypt
Experience managing teams of experts
Fluent in spoken and written English and Arabic
Well organized, strong analytical skills, creative thinker, innovative and demonstrated personal initiative
- Prior DCOP experience
