Job Summary

The Senior Program Manager will provide oversight of the contract and serves as the principal point of contact for Disaster Recovery Programs. The Senior Program Manager supervises all managers to ensure that all deliverables and deadlines are met. The Senior Program Manager is responsible for developing a monitoring plan for the Program, as well as negotiating contracts for any required subcontractors or vendors. The Senior Program Manager is expected to provide high-level expertise across a broad range of business and related subject matter areas including public sector governance, project management, change management, and consensus building.

The Program Manager will be responsible for the following:

  • Work with the client and the applicant to identify projects that comply with the established categories of work for the program.

  • Manage major project efforts, requiring complex coordination across multiple systems and processes.

  • Maintain a complete understanding of the all applicable Program policies and requirements.

  • Oversee the implementation and operations of the project, which may include oversight and distribution of resources within the specific functional area.

  • Develop strategies, prepare proposals, negotiate contracts, and execute disaster recovery projects.

  • Monitor and understand the financial performance of the Program.

  • Other duties as required.

Minimum Requirements

  • Bachelor’s Degree from an accredited university.

  • 15+ years of professional level experience managing programs or projects with a $10 million or more budget, and a complex network of functional area coordination.

  • 5+ years of Community Development Block Grant (CDBG) housing or Federal Emergency Management Assistance (FEMA) Hazard Mitigation Grant Program (HMGP) experience at the federal, state, or local level and/or private sector. A working knowledge of regulatory and statutory compliance.

  • Ability to develop Program schedules and budgets and understand and monitor financial health of the Program.

  • Ability to coordinate with internal and external stakeholders of the organization to share information, make decisions, and/or implement effective solutions to problems or complaints.

  • Ability to analyze, understand, and apply complex and/or technical materials such as directives, regulations, policies, Code of Federal Regulations, etc.

  • Advanced time management skills which utilize high-level strategies that aid staff in managing time, productivity, and effectiveness.

  • Advanced level Microsoft Office skills; ability to import, create formulas, pivot tables, export data and run reports in Microsoft Excel; ability to quickly learn new software applications.

Preferred Qualifications

  • Requirements for CDBG housing and/or FEMA hazard mitigation and similar programs/projects is preferred.

  • Relevant advanced degrees and/or certifications are preferred.
