AECOM is seeking a Construction Specialist (Disaster Recovery) for our Baton Rogue, LA location.
The Construction Specialist will assist with the implementation of Disaster Recovery Programs, including the oversight of managers and distribution of resources within a specific functional area. The Construction Specialist should maintain a complete understanding of all applicable Program policies and requirements. The Construction Specialist will be responsible for the following:
Work with senior leadership and the applicant to identify projects that comply with the established categories of work for the program.
Manage all aspects of pre-construction including, but not limited to: inspections, estimated costs to repair (ECR), surveying, development of program compliant plans and specifications and any other construction documents required by the Program.
Maintain a complete understanding of the all applicable Program policies and requirements.
Oversee the implementation of specific parts of the construction project, which may include oversight and distribution of resources within the specific functional area.
Inspect and determine extent of damage to residential and/or commercial properties.
Develop scopes of work and cost information/estimates for repair or replacement of disaster related residential or commercial property damage.
Develop and/or validate project worksheets (PWs) for eligible damages.
Manage team members and General Contractors during disaster recovery residential repairs/construction.
Maintain a complete understanding of local building codes and regulations.
High School Diploma or GED
6 years of professional level residential construction management experience including 4+ years of experience in hazard mitigation, housing, community development, economic development or related fields or demonstrated equivalency of experience and/or education
Ability to mobilize immediately, to a location determined by the Client
Ability to manage Task Leaders and General Contractors, organize and prioritize work to ensure that adequate time and attention is devoted to individual tasks while remaining acutely aware of timelines, meeting deadlines, and performance measures
Advanced time management skills which utilize high-level strategies that aid staff in managing time, productivity, and effectiveness
Bachelor’s degree from an accredited university; relevant advanced degrees and/or certifications
Related professional registrations or certification
5+ years of disaster recovery construction experience
Experience with CDBG housing and/or FEMA hazard mitigation programs or similar programs/projects
Advanced level Microsoft Office skills; ability to import, create formulas, pivot tables, export data and run reports in Microsoft Excel; ability to quickly learn new software applications
Knowledge and functional experience with estimation services (Xactimate)
