AECOM Lead Management Analyst: (Acquisition Operations Support) in Arlington, Virginia

Job Summary

AECOM is seeking a Lead Management Analyst to support the Integrated Personnel and Pay System-Army (IPPS-A) Program Management Office (PMO) with the acquisition management functions. The successful candidate will prepare and revise acquisition and acquisition support documents required by DoD, Department of the Army (DA), and the Office of Management and Budget (OMB); in compliance with DoD Directive (DoDD) 5000.1, DoD Instruction (DoDI 5000.02), and Business Capability Lifecycle (BCL) giving appropriate consideration to service specific and departmental program objectives. The successful candidate will support the following acquisition activities:

  • Drafting, revising, maintaining and coordinating of acquisition documentation required by DoD, DA and the OMB in support of program Milestone Decisions.

  • Identifying/managing Army and Office of the Secretary of Defense (OSD) Review requirements

  • Coordinating Milestone Decision Review Briefing schedules

  • Supporting the IPPS-A PMO with the DoD 5000 Series Acquisition Category (ACAT) statutory and regulatory compliance.

  • Supporting the PMO with Clinger-Cohen Compliance

  • Scheduling, coordinating and facilitating the program Acquisition Working Integrated Product Teams and Integrating Integrated Product Teams.

  • Providing input for Status Review meetings and briefings

  • Assisting in the development of responses to DoD Inspector General, Army Audit Agency (AAA), and other external audits.

  • Drafting, coordinating, and submitting program acquisition reports

  • Drafting, coordinating, and submitting program Standard Weekly and Monthly Reporting

  • Some travel may be required to support technical meetings, working groups and other activities.

Minimum Requirements

  • Requires a Bachelor's Degree and 12 years of experience related to DoD Acquisition.

  • Requires knowledge of FARs and DoD regulations, requirements, policies and procedures, cost and schedule estimating, systems disciplines, and engineering specifications.

Preferred Qualifications

  • Master’s degree in Business Administration (MBA) preferred and 10 years of experience
