Job Summary

AECOM is seeking a Project Manager to be based in Allentown, PA.

The Project Manager will be integrated into a team of professionals providing Program/Project Management services to a utility client engaged in the upgrading of existing transmission line and substations to increase the reliability of the bulk transmission system infrastructure. Project Manager will report to an AECOM Program Manager along with other Project Managers.

Level Specific Responsibilities:

  • Responsible for the overall management administration to project and assists in establishing project specific objectives and policies.

  • Provides management and guidance to subordinate managers, enforces company and project policies, and a primary liaison between AECOM and client interface.

  • Oversees and ensures all facets of the project are constructed in accordance with design, budget and schedule through subordinate managers and supervisors.

  • Coordinate with client and internal resources regarding health and safety, design and engineering, project controls, construction, outage coordination, quality, siting/permitting/right of way, environmental compliance and oversight, community relations/public outreach, contract administration, material procurement and commissioning

  • Responsible for administering the project from budgeting/schedule stage through procurement and contract closeout. Position has significant profit/loss responsibility for assigned project.

  • Responsible that the project meets established client objectives related to budgets, monthly and yearly revenue forecasts, project schedule milestones, safety performance and electrical system event performance.

  • Implement effective and efficient procedures and work methods with respect to interfaces among AECOM program team members, client and client contractors.

  • Ensure client contractors comply with any applicable project labor agreements.

  • Assist AECOM Program manager in managing the AECOM contract budget and contract staffing plan, report status, identify variances, and recommend and implement corrective actions.

  • Submit for client review and approval any proposed changes to any project budget or schedule.

  • Monitor the design and engineering work performed by client contractors to ensure quality, constructability, maintainability, and conformance to all applicable requirements.

  • Ensure AECOM and client contractor quality assurance/quality control (“QAIQC”) plans are fully implemented and effective in controlling the quality of the work performed.

  • Attend client and community meetings as requested.

  • Support client in regulatory prudency reviews and audits.

  • Advise client representative of all information requests by Governmental Authorities and respond, or support client in responding, to such requests in timely manner.


  • Leads and motivates desired behaviors (e.g., coaching the project team and mentoring one or more individuals).

  • Capable of managing other Project Managers.

  • Leads by example with integrity and candor.

  • Leads proposal efforts for large and complex projects.

  • Able to lead multi-Group and/or joint venture teams on “impact” projects.

Judgment & Management of Project Risk:

  • Consistently demonstrates the ability to proactively identify potential project problems or opportunities, analyze the issues using all appropriate resources, develop alternatives, and arrive at the most optimum approach to mitigate problems or exploit opportunities.

Execution Planning:

  • Capable of developing and taking responsibility for the Project Execution Plan development for medium and/or large size projects.


  • Participates in contract negotiations.

  • Understands sharing or risk transfer based on the Prime Contract.

Client Relationship:

  • Clearly understands scope of work and all contract requirements.


  • Participates with BD and BU management in assessment, strategic development, and negotiations with customers.

  • Capable of leading strategic negotiations with customers, major suppliers and subcontractors.

  • May serve as the Proposal Manager of a major project.

Presentation Skills:

  • Leads formal presentations to clients and/or management with support of others.


  • Manages portfolio of clients with multiple projects

  • Responsible for delivering revenues assigned from specific clients as a result of repeat business caused by flawless execution of projects.

  • Consistently delivers profit margins planned.

  • Consistently completes project without write-downs or multiplier erosion.

  • Typically manages projects involving RTF (Risk Triggering Factors).

  • Manages more complex clients and projects.

  • Has decision-making authority and directs other Project Managers in recognizing risk and uncertainty with plans to mitigate and eliminate such.

  • Directs staff to operate and minimize exposure to claims.

  • Supervises and directs Project Managers with multiple projects or program of projects.

Minimum Requirements

  • BA/BS in Engineering, Construction Management, Project Management or other relevant discipline and 6 years of relevant experience or demonstrated equivalency of education and/or experience.

  • Recent experience as a Project Manager successfully executing all aspects related to the successful execution of a high voltage transmission line project either upgrade or new line within the past five years. Consideration will be made if experience was as the project manager of the construction company performing the electrical transmission line work portion of the project.

  • Must have demonstrated skills in the following areas: Project Controls, Change Management, Labor Management, Customer Relations, Safety Management, Management of construction

  • Will be required to travel and/or will be based at a field site
