Job Summary

The

Pricing/Estimating Senior Director is responsible and accountable for developing competitive and accurate cost estimates for a variety of projects and opportunities within AECOM’s Nuclear & Environment business portfolio. These projects span both Firm Fixed Price and Cost Reimbursable contract types as well as a number of scopes of work to include Environmental Management, Design/Build and Design/Bid/Build Construction, and Operations & Maintenance projects. Our customer is predominately the Department of Energy and associated agencies, but may also include the UK Ministry of Defence, United States Army Corp of Engineers, Department of Defense, and other Allied governments as well as commercial customers.

Essential Duties and Job Responsibilities:;

  • Leads cost volume team (cost estimators, schedulers, data managers, SMEs writers)

  • Establishes process/procedures for developing and producing cost volumes

  • Ensures compliance with RFP’ evaluation criteria (financial and risk/feasibility)

  • Establishes BOE template, in collaboration with lead cost estimator and Database manager

  • Maintains quality control of BOE’s

  • Verifies alignment of cost estimate and schedule into the BOE’s

  • Ensures quality of all content in cost volume submittals

  • Maintains configuration of the WBS

  • Develops (in conjunction with the capture manager) the fee model

  • Manages the production schedule for completing schedule and cost estimate

  • Be able to interpret RFP requirements, plans, specifications, and other related documents and process bid and pricing packages for proposal submittals

  • Develop detailed material take-offs and/or rough order of magnitude (ROM) cost estimates based on available information

  • Utilize historical pricing metrics and industry standards to ensure estimate accuracy

  • Develop risk assessments and subsequent contingency analysis

  • Participate in value engineering exercises (i.e. review design options and recommend best solutions) to ensure cost competitiveness

  • Determine labor, material, and other resource needs for successful project execution

  • Research and contact subcontractors, vendors, and suppliers to obtain multiple, competitive quotes as required

  • Lead pricing and estimating reviews with internal staff

  • Develop change order estimates to baseline scope of work throughout the project lifecycle to support trends, baseline changes, and REAs

  • Prepare project budgets and assist in the pre-construction buyout process

  • Interfaces with Finance SVP and MS Pricing

  • Perform all other position related duties as assigned or requested.

Minimum Requirements

  • Four year Business/Technical Degree or Construction Management and 12+ years of Engineering, Procurement, Construction, and Project Management industry Estimating and/or Pricing experience (or equivalent combination of education and experience)

  • 5+ years of experience in detailed estimating for proposal development

  • Has advanced knowledge of estimating techniques, cost control, and material pricing

  • Has experience performing estimating and pricing services for a number of opportunities to include Design/Build and Design/Bid/Build Construction, Environmental Management, Architectural/Engineering services, and Operations & Maintenance scopes of work

  • Has experience developing pricing across a number of contract types to include Firm Fixed Pricing and Cost Reimbursable

  • Can read and interpret drawings/blueprints, perform material takeoffs, understand services estimating, understand collective bargaining agreements and labor wage rate federal requirements (i.e. Davis Bacon)

  • Has strong knowledge of estimating software tools such as Timberline, Planswift, Sage, etc. as well as Microsoft Office (i.e. Excel)

  • Strong attention to detail

  • Ability to work with numerous functions and disciplines throughout the organization

  • Works well under tight deadlines

  • Due to the nature of the position, candidate must be US Citizen

Preferred Qualifications

  • Proficiency in project scheduling as well as the use of Primavara6
